The attorney did prior work for another client with whom we are attempting to entering 
into a contract. Part of our arrangement is that we will pay his client's fees. He told me 
he would not review the contract (which was drawn up by another entity) or discuss it with 
our attorney without a $1000 retainer and a signed fee agreement  and said it would 
probably cost more than $1000 "because he had already done a lot of work for this 
client" (work which was not related to our agreement with his client). 

This seems unethical since we cannot proceed with our contract (which he won't even look at) with his 
client unless we pay him first. How can he know how long it will take to review the 
contract without even seeing it first and how can he assume it is going to cost more than 
the retainer?
