From
Merrill Schneider's frank admission, it would seem a clear violation of the rule
is presented (of REPEATEDLY lying to a judge and the Oregon State Bar,
covering up his police record in a foreign country, to get his license to
practice law). I suspect this matter will ultimately have to be
dealt with in the context of a formal disciplinary proceeding.
...to do otherwise would set a bad precedent for those who will be applying for admission to the Bar in the future and who may consider being less than honest on their application."

Says Merrill Schneider:
"Dear Judge and the Board. Prior to the bar examination I was examined jointly by Judge Warren and (the Oregon State Bar) regarding my fitness to practice law.
On at least two occasions, Judge Warren asked me if I had ever used LSD and
I lied by saying no.
I have used LSD, through no later than 1972.
I have been completely drug and alcohol free for the last two years."
Therefore by his own admission Merrill Schneider was taking drugs and intoxicated by them for at least the first five years while practicing law before Oregon Courts and Social Security Courts.

Why did Merrill Schneider repeatedly lie to a judge and the Oregon State Bar. (He
was using illegal drugs in the past and at the time he was asked by the judge- but lied
about it, he said he didn't have a police record but he does).
"With respect to your question, why I lied when interviewed (by the judge), the following is true:
I was afraid to tell the truth.
Also, I was righteous*, believing that my LSD usage did not have anything to do with my qualifications to practice law."

"Merrill Schneider was asked if he had ever been accused of, charged with, or arrested or detained for, a violation of any state, federal or municipal law. In explaining that question, Merrill Schneider (much later) revealed his arrest in Canada for possession of drugs.
Another question asked of Merrill Schneider
(was whether he)
had been addicted to, or undergone treatment or been discharged
from employment for, the use of narcotic, hypnotic, hallucinatory or other
drugs, or the excessive use of intoxicating liquor. Merrill Schneider
answered NO to that question."

What are the long term consequences of LSD use?
"LSD (also called acid, microdot) and mushrooms
(also called shrooms, magic mushrooms, peyote, buttons): Popular in the 1960s,

LSD has serious, longer term implications for somebody who had a history of mental problems and may also be responsible for triggering a mental health problem that had previously gone undetected. LSD or ‘acid’ has very random, and very frightening, effects. "Trips" feed off a person's imagination.
What are the long term consequences of
smoking
and/or ingesting marijuana?
A paper in the Journal of the American Medical
Association (JAMA) vol.
287 No. 9, March 6, 2002, pp. 1123-1131) found that
long-term cannabis
users performed less well than shorter-term users peoplewho didn’t use cannabis
in tests of memory and attention. The
long-term users averaged 23.9 years of use, compared with 10.2 years
in the shorter-term users.
Another study published in a Canadian medical journal (CMAJ 2002 Apr
2;166(7):887-91 found that: “Current marijuana use had a
negative effect on global IQ score in subjects who smoked 5 or more joints per
week.
One reason for the decreased IQ and memory in consistent heavy users
could be the fact that long-term cannabis use has been found to
decrease blood flow to the front
areas of the brain (Neurotoxicology
and Teratology 2001 Sep-Oct; vol 23 pp. 437-43 Frontal lobe
dysfunction in long-term cannabis users by Lundqvist T, Jonsson S,
Warkentin S. of the Division of Medical Neurochemistry, Lund

L E Hollister concluded that: “Many concerns about adverse
effects on health (chromosomal damage,
'cannabinol
psychosis',
endocrine abnormalities, cardiac events, impaired immunity) Although cannabis
does not produce a specific psychosis,the possibility exists that it may
exacerbate
schizophrenia in persons predisposed to that disorder.” i.e. the effects
tend to be more on brain function than on other diseases, and it could worsen
the status of people who have a tendency to schizophrenia.

Merrill Schneider has finally confessed to repeatedly lying to a judge of the Oregon Court of Appeals. Merrill Schneider has admitted to lying to the Oregon State Bar to get his license to practice law. He has confessed to long term use of LSD and marijuana. Merrill Schneider covered up his arrest in a foreign country for drug use. Apparently, when this very public record for drug use and arrest was about to become known, and years after Merrill Schneider was admitted to the bar, Merrill Schneider confessed that he had lied repeatedly to get his license to practice law and he also confessed that during his years of practice he routinely used illegal street drugs and alcohol.
When confronted with why he lied repeatedly to a Court of Appeals judge and the Oregon State Bar, Merrill Schneider lamely stated, “I thought telling the truth would hurt me.”
So too here. Merrill Schneider again lies to a judge. Merrill Schneider’s fee petitions and bills to clients are also a product of his dishonesty to a judge. He wants to receive money for work he did not do. Merrill Schneider has demonstrated his profound lack of character qualifications. Why would he now lie, ask for fees he did not earn and exaggerate in his fee petition; because he wouldn't get the unearned money and therefore, again, "the truth would hurt me.”
Merrill Schneider has missed Social Security filing deadlines, advertises "free consultation" but then charges for the consultation, ignores 6 telephone calls from a client, according to bar records.
Merrill Schneider, according to medical authorities, could also be suffering
'cannabinol psychosis', global IQ deficit and long term perception problems from his use of marijuana and LSD and not even know the truth from a drug induced fantasy
